Note: I am sort of mixing timelines here; I actually haven't kept up on X-Men, so I know very little about Utopia or that kind of thing. And in the Street Fighter universe, Sagat is actually no longer affiliated with M. Bison. Here, though, I'm using him as Bison's right-hand man. The Bison I'm using is his Street Fighter Alpha incarnation, where he's basically at his most powerful.
Someone, I think it was TheMouse, asked to see an example of play that included groups of weaker characters against more powerful ones. So, we'll see some of that here.
On with the show!
Magneto looked upon the four strangers and their dozens of black-clad soldiers. His eyes drifted over the soldiers' guns, senses already telling him what he needed to know: metal.
The intruders were unfamiliar to him. One was a man with short blond hair, clad in a black trenchcoat, eyes hidden beneath dark sunglasses. He stood near a taller, muscular man in a red peaked cap with a cloak drawn close about his broad shoulders. Something about that man in the cloak made Magneto's skin crawl. His grin was that of a hungry shark closing in on its meal, cold, predatory.
Standing at the window was a young man in a tri-tailed blue long coat, with short, backswept silver hair and a sword at his side. He reminded Magneto of his son Pietro. The young man appeared unconcerned with the gathering, lost in his thoughts as he looked over the sunlit ocean.
Finally, a giant of a bald man with a long, diagonal scar on his chest and an eyepatch over his right eye stood with the gathered soldiers. He wore fighting trunks, and tape around his wrists and ankles. That one looked vaguely familiar.
"What are you doing here? How did you reach Utopia?"
At that, the man in red simply laughed. The black-garbed man stepped forth, adjusting his sunglasses. "You are Erik Lensherr. I know you, but you do not yet know me. I am Albert Wesker. We come here by talents of our own. We come with a proposition."
Magneto looked over the group, then sneered his disdain at Wesker. "Not interested. Leave, now, by whatever talents brought you here, before you learn why they call me the Master of Magnetism."
Wesker smirked. "Indeed, that is the very reason why we seek you out. Won't you at least hear us out? We bring you the opportunity to realize a lifelong dream."
Magneto gestured toward the doors, through which drifted in the smell of the ocean. "There is nothing you can offer me that I do not already have. Go, now, before I crush you into something even the fish cannot eat."
Stepping back again, Wesker nodded. "I suppose we will have to convince you. Sagat."
Several dozen of the soldiers fanned out in the room, taking cover, leveling weapons at Magneto. The man in the eyepatch, Sagat, joined them. "Distasteful," he grumbled. "I would rather take care of this old man on my own."
Magneto rose into the air, his cape billowing in a salty breeze. "So be it."
Sagat leaped upon him, roaring like a tiger as he unleashed a barrage of bone-crushing punches and kicks. Magneto floated backwards a few steps, casually gesturing with one hand. A shimmering globe of electromagnetic energy surrounded him even as Sagat attacked. The blows rang out like a hammer on an anvil as they struck the force field. Sagat finished his attack with a devastating jumping uppercut, furious flames engulfing his fist. He landed, his one good eye widening. His strongest Tiger Genocide attack hadn't even touched Magneto.
Immediately the Shadaloo Agents opened fire, a dozen energy rifles lighting up the command center in a hail of crackling bolts. They broke upon Magneto's force field and dissipated into harmless light. So many had tried, and so many had failed in just the same way. "You seek to bring down Magneto with such toys? And I thought you did your homework! This is insulting."
Mob 1 opens up with energy rifle fire. Surely they can succeed where the powerful Sagat failed! Team 3D8, Energy Rifle D8, Shadaloo Agents D8. Using Focus to focus fire (well, naturally!), replacing 2D8 with 1D10. 1d8=1, 1d10=2, 1d8=2, 1d8=4. Result: 4+2=6, Effect: D10. 1 opportunity. Please. Mags could sneeze away this attack.
Magneto's reaction: Solo D10, Master of Magnetism D4 (He's one of Marvel's premier villains; these clowns are really beneath him!), Godlike Durability D12, Enhanced Durability D8, Combat Expert D8. 1d10=2, 1d4=1, 1d12=11, 1d8=8, 1d8=5. Result: 11+8=19, Effect: D10. 1 opportunity.
Mob 2 goes next.

Mob 2: Team D8/D8/D8
Mob 3: Team D8/D8/D8
Magneto:
Doom: 1D6+1D8.
A dozen of the Shadaloo soldiers flipped switches on their rifles. They moved to surround Magneto and fired. He expected to repel the attack as easily as he had the others, but they weren't firing directly at him. Grids of pale green light spread from the barrels of their rifles, enveloping Magneto and his force field. He felt the constriction as a stasis field set into place, seeking to contain him by exploiting his own electromagnetic field.
"Hnh. Crafty. Use my own strength against me."
Wesker smiled. "Of course. I did do my homework, Lensherr. Enough that I know that won't hold you for long. Fortunately, it doesn't have to."
"Fire!" cried one of the soldiers, and many of them opened up with scorching laser fire. Even with interference from the stasis field, Magneto's own electromagnetic barrier held easily.
"Fools. All of you." Magneto gritted his teeth. His anger had nearly reached the boiling point.
"You come into my home, my sanctuary, and dare to assault me?" His voice rose as did his anger. "And you have the audacity to attack me with these...these children's toys?" He lifted one hand, palm toward the ceiling. Without warning the rifles tore free from the soldiers' hands, breaking and bruising fingers, flying to hover above Magneto. He clenched his fist and three dozen rifles all imploded, crushed by invisible force. The sound was like that of a giant piece of wood snapping in half, echoing through the chamber.
Wesker and his sinister compatriot only grinned. The soldiers were less amused.
First thing Magneto is going to do is use Magnetic Supremacy D12 to attack the Energy Rifle D8 traits possessed by the mobs. He can use Area Attack SFX to target all three mobs at once. He adds a D6 for each mob and gets to keep an additional effect die. His dice pool: Solo D10, Master of Magnetism D4 (child's play! - adds D6 Doom), Magnetic Supremacy D12 (Versatile will make this 2D10, Tech Master D10 (he's gotten good at targeting these kinds of things; Science Master could work, too), area 3D6. 1d10=6, 1d4=3, 1d10=6, 1d10=3, 1d10=5, 1d6=3, 1d6=4, 1d6=5. Result: 6+5+5=16, Effects: D10, D10, D10. Spending D6 Doom to add a D6 (the 5) to his result.
Each mob has the same reaction dice pool: Team 3D8, Shadaloo Agents D8, Stasis Field D8. Their guns' rating wouldn't help them here, and neither would their Durability (which comes from armor). Yes, technically, Magneto could have spent Doom dice to trigger their Gear limit, but this way, he actually destroys the guns, and can more easily target all three mobs.
Mob 1 reaction: 1d8=7, 1d8=3, 1d8=6, 1d8=8, 1d8=6. Almost! Result: 8+7=15, Effect: D8. Mob 1's Energy Rifle trait is removed.
Mob 2 reaction: 1d8=5, 1d8=8, 1d8=4, 1d8=8, 1d8=6. Result: 8+8=16, Effect: D8.
Then it occurs to me... these mooks don't have Plot Points. The highest they can manage is to tie Magneto's result, which won't spare them. Mob 2 loses their guns, and Mob 3 will, too, but let's roll it, anyway.
Mob 3 reaction: 1d8=5, 1d8=2, 1d8=3, 1d8=7, 1d8=7. Result: 7+7=14, Effect: D8.
Even worse for the mooks, since he went last, Magneto gets to decide who goes first this next round. Perhaps unsurprisingly, he is going to choose himself.
Summary
Sagat: 0 PP
Mob 1: Team D8/D8/D8
Mob 2: Team D8/D8/D8
Mob 3: Team D8/D8/D8
Magneto: Stasis Field D8 complication
Doom: 2D8.
"BEGONE!" Magneto let out a cry and threw his arms wide. The force field expanded in a cracking explosion, sending bodies flying as it washed over them. Sagat snarled in alarm as he braced himself. The Muay Thai champion slid back a few feet but otherwise weathered the blast. Many of the Shadaloo soldiers fared less well, thrown into machinery and knocked unconscious or killed. Glass shattered in the windows, including the one through which Vergil looked, but the young man didn't bat an eye. Metal buckled and groaned throughout the room, rails snapped and sailed along on the wave of the magnetic pulse.
Magneto is going to area attack all three mobs and Sagat with Magnetic Pulse. Yeah, that's adding like 10D6 to his attack. It goes roughly something like this: Solo D10, Master of Magnetism D4 (+1D6 Doom), Magnetic Pulse D10, Combat Expert D8, and then 1D6 for each Team die and additional target. 1d10=4, 1d4=3, 1d10=3, 1d8=1, 1d6=2, 1d6=1, 1d6=1, 1d6=5, 1d6=4, 1d6=3, 1d6=2, 1d6=4, 1d6=1, 1d6=1. Ugh, that's not a good roll at all. Result: 5+4+3=12, Effects: D10, D6, D6 (Mob 1), D10, D6, D4 (Mob 2), D4, D4, D4 (Mob 3), D4 (Sagat). 5 opportunities. He'll spend a D6 Doom die to add the 3 to his result, for a meager 12.
All the mobs have the same reaction dice pool: Team 3D8, Durability D6, Shadaloo Agents D8.
Mob 1 reaction: 1d8=1, 1d8=5, 1d8=2, 1d6=1, 1d8=2. Result: 5+2=7, Effect: D8. 2 opportunities. So, Magneto actually gets an extraordinary success vs. Mob 1, allowing him to step up one of his effect dice. And so he'll step up one of the D6s. Ultimately, this means the D10 stresses out one of Mob 1's Team dice. Then there's a D8 physical stress on the Team 2D8, which isn't enough to stress out a second die. But the third effect die, a D6, steps up the stress die by 1, which stresses out another Team die. Check the summary below.
Mob 2 reaction: 1d8=2, 1d8=8, 1d8=2, 1d6=1, 1d8=1. Result: 8+2=10, Effect: D8. 2 opportunities. The D10 effect die stresses out a Team die, then the D6 hits a second Team die, and the final D4 effect die steps that up to D8.
Mob 3 reaction: 1d8=5, 1d8=3, 1d8=1, 1d6=3, 1d8=4. Result: 5+4=9, Effect: D8. 1 opportunity. So, the mob takes D4 stress, which is stepped up to D6 and then D8.
Sagat reaction: Team D6, Fighter's Pride D4, Enhanced Durability D8, Combat Expert D8. He doesn't fare so well in terms of dice pools as the mobs, but at least he has a Plot Point. 1d6=3, 1d4=3, 1d8=3, 1d8=8. He'll spend his shiny new Plot Point to add another result die. Result: 8+3+3=14, Effect: D6. Sagat weathers the blast unscathed.
Sagat goes next. Also, since the guns that created it are gone, the Stasis Field complication is also removed.

"Is this your best, oh Master of Magnetism?" Sagat leaped, snapping a shin kick down on Magneto's force field. The blow shook the floor beneath them. Magneto didn't budge, his expression grim.
"Be grateful you have not seen my best, warrior. You fight a futile battle. Cease this foolishness while I still have mercy left in my heart."
By this point, Sagat is smart enough to realize he's outclassed, but his foolish pride won't allow him to accept this! Magneto must fall by the claws of the Tiger! Team D6, Fighter's Pride D4, Enhanced Strength D8, Combat Expert D8, Dangerous D6. The highest die in the pool is stepped back by -1, to D6. Unfortunately... 1d6=6, 1d4=1, 1d6=4, 1d8=5, 1d6=1. Result: 6+4=10, Effect D10 (stepped up from D8, due to Dangerous).
Magneto's barely giving Sagat the time of day. The guy is nothing compared to fighting the X-Men, which Mags regularly does. His reaction pool: Solo D10, Master of Magnetism D8, Godlike Durability D12, Enhanced Durability D8, Combat Expert D8. 1d10=3, 1d8=8, 1d12=8, 1d8=5, 1d8=2. Result: 8+8=16, Effect: D10. No chance.
Mob 1 is next.

Magneto narrowed his eyes as the Shadaloo soldiers rushed forth, trying to reach through his barrier, scorching their hands in trying to seize him. They attacked without regard for their own safety, like zombies. It was disturbing to watch. His ire grew. "You must force your soldiers to fight? They must not believe in your cause, Wesker."
Wesker only chuckled. "They are certainly bred for their loyalty, Lensherr. But they're unimportant. Mere pawns. What is important is that you listen to my proposition."
Mob 1 has basically no chance, but they are brainwashed by Bison. Besides, they'll be killed if they retreat. No choice but to fight. However, they don't have much to attack with, just a couple of D8s. 1d8=2, 1d8=8. Result: 8+2=10, Effect: D4. I almost feel bad rolling for Magneto's reaction.
Solo D10, Master of Magnetism D4, Godlike Durability D12, Enhanced Durability D8, Combat Expert D8. Mags gets an awful roll, but he's still okay. Why, do you ask? 1d10=3, 1d4=1, 1d12=6, 1d8=2, 1d8=4. Result: 6+4=10, Effect: D10. His effect die is larger than their effect die, which steps theirs back. Since Mob 1's effect die is a D4, it gets stepped back to nothing.
Mob 2 gets to act next.

Some of the soldiers searched through piles of debris, trying to find anything they could use as a weapon. With the slightest flick of his wrist, Magneto scattered the debris, sending them scrambling about for it. "I've no time for home invaders. Especially ones who attack me."
"Ah. Then I must apologize for not showing you the proper respect, but you must understand we are in a hurry."
Mob 2, same as before. They're going to try to pick up some debris to make into weapons (not that it'll do any good when Magneto can take those weapons away, too), in other words creating an asset. Team 2D8, Shadaloo Agents D8. 1d8=3, 1d8=4, 1d8=4. Result: 4+4=8, Effect: D8. If they succeed against the Doom Pool, they'll create an Improvised Weapons D8 asset for themselves. Doom: 2D10. 1d10=7, 1d10=5. Result: 7+5=12, Effect: D4. They aren't able to piece enough together to make any kind of serviceable weapons yet.

More of them swarmed up over the railings, gathering around him, shouting and flailing their fists uselessly against his force field. They would never break through.
"What a coincidence, Mr. Wesker. I have grown weary of this conflict, and I am in a hurry to end it."
Mob 3 will attack. Team 3D8, Shadaloo Agents D8. 1d8=2, 1d8=3, 1d8=1, 1d8=8. Result: 8+3=11, Effect: D8. 1 opportunity. A valiant effort!

With a wave of his hand, Magneto levitated dozens of pieces of debris, ripping computer banks and bolted tables right out of the floor. Heavy crates circled slowly about him as he hovered above his enemies. "No more playing around. You will all pay for your transgressions against Magneto."
Magneto's going to use just some of his vast power to create an asset, using the debris that fills the area. Watcher characters don't roll against the Doom Pool to create assets, they just use an effect die. Unfortunately for everyone that isn't Magneto, that means he uses his Magnetic Supremacy D12 die to create a Debris Field D12 asset, which is useful both offensively and defensively.
Also unfortunately for everyone that isn't Magneto, he chooses himself to go first next round.

"Yaaaaah!" Magneto slashed a hand forth, sending many tons of debris smashing into the gathered soldiers, along with a wave of electromagnetic force. Bodies scattered like plastic army men before a gale. The impact even threw Sagat into the wall above Vergil. A crate crushed him into the wall hard enough to create a body-shaped imprint in the metal. The proud Muay Thai fighter fell in a heap. Vergil looked down on the fallen fighter with keen blue eyes. Few of the soldiers survived the attack, and those that had were disoriented, slow to recover. Magneto's wrath was terrible indeed.
As though unfazed by the display of power, Wesker turned to his cloaked companion. "I told you he was the one, Bison."
Magneto attacks! Solo D10, Master of Magnetism D4 (+1D6 Doom), Magnetic Pulse D10, Combat Expert D8, Debris Field D12, plus using Area Attack SFX. He also gets to add a D8 physical stress against Mobs 2 and 3, but I'll roll those separately. 1d10=8, 1d4=4, 1d10=7, 1d8=8, 1d12=6, 1d6=6, 1d6=6, 1d6=4, 1d6=6, 1d6=6, 1d6=2, 1d6=2, 1d8=5, 1d8=5. Nice roll! Just to make sure, he'll spend a D6 Doom to keep an extra D6. Result: 8+8+6=22, Effects: D10 (Mob 1), D8, D6 (Mob 2), D8, D6, D6 (Mob 3), D12 (Sagat). Ouch!
Mob 1 reaction: Team D8, Shadaloo Agents D8, Durability D6. 1d8=3, 1d8=7, 1d6=6. Result: 7+6=13, Effect: D8. Nice try, but no. They are crushed.
Mob 2 reaction: Team 2D8, Shadaloo Agents D8, Durability D6. 1d8=8, 1d8=7, 1d8=3, 1d6=2. Also a good roll, but nowhere near enough. Result: 8+7=15, Effect: D8. Magneto gets an extraordinary success, so... he steps up his second die, as his first effect die eliminates a Team die. Mob 2 barely hangs on.
Mob 3 reaction: Team 3D8, Shadaloo Agents D8, Durability D6. 1d8=2, 1d8=1, 1d8=6, 1d8=1, 1d6=6. Uh oh. That's bad. Result: 6+6=12, Effect: D8. 2 opportunities. Mags gets a double extraordinary success, applied to his effect dice of D8, D6 and D6. His first D8 steps up the D8 physical stress on Mob 3, wiping out a Team die. That leaves two dice. He steps up his first D6 twice, to D10, which eliminates another Team die, and leaves Mob 3 with a D6 stress die.
Finally, Sagat's reaction: Team D6, Fighter's Pride D4, Enhanced Durability D8, Combat Expert D8. 1d6=1, 1d4=4, 1d8=7, 1d8=6. That won't get it done. He spends a PP to add in the D4 for his result. Result: 7+6+4=17, Effect: D4. That's still an extraordinary success applied to a D12 effect die, which stresses out Sagat.
Mob 2 is next.

Before the Shadaloo agents could recover their wits, the air about them warped strangely. Dark spheres of distortion appeared, and through them arced silver flashes. Barely able to utter a choking gurgle, agents fell, cut into pieces by a blade so sharp and swift the cuts were bloodless.
Across the vast chamber, the young man with the silver hair sheathed his sword. "Enough, Wesker. This has gotten pathetic. Do something."
Magneto stared at the young man, finding his resemblance to a young Pietro uncanny. The youth was cold as ice, however, unlike his hot-headed son. Something troubled the boy, it seemed. He seemed unlikely company for Wesker and the one called Bison. What is their game?
Surprise! Vergil attacks both mobs with an area attack. Solo D10, Son of Sparda D8, Superhuman Strength D10, Yamato D10, Combat Expert D8. 1d10=3, 1d8=4, 1d10=8, 1d10=2, 1d8=6, 1d6=5, 1d6=6, 1d8=6, 1d6=4. Result: 6+6=12, Effects: D10 (Mob 2), D10 (Mob 3).
Mob 2 reaction: D8. 1d8=7. Result: 7, Effect: D4. Vergil gets an extraordinary success and easily cuts them down.

Albert Wesker's laughter dripped with arrogance. Despite Magneto's awesome power, Wesker was actually amused. He even clapped vigorously. Few had such audacity—or foolishness. "Very impressive, Lensherr."
"Magneto."
"Magneto. I ask you again: will you hear us out?"
"I will not."
"Then further convincing is needed. Vergil, show him your power."
At that, Bison stepped forward and clapped a hand on Wesker's shoulder. "No, Albert. Your virus has restored my body to its full potential. Let Bison handle this fool. If he cannot be made to see the value in doing business with us, my Psycho Power will teach him the error of his ways."
Vergil turned away, looking out the window at the sun-dappled waves. He seemed not eager to fight, even when Wesker had bidden him do so. Magneto couldn't help but be curious about his connection to the others, but answers would have to wait. The man called Bison hovered into the air to float before Magneto.
M. Bison smiled, that maniacal grin. This was a man who always got what he wanted, a man to whom only his own desires mattered. Magneto had seen the type before. Plus, his attire left a sickeningly familiar foul taste in his mouth.
"You remind me of the Nazis that killed my parents and tortured me."
Bison reached up and tore his cloak from his shoulders, tossing it away behind him. "The Nazis were fools, just as surely as your parents. Just as surely as you, if you do not join us."
Magneto clenched his teeth. "Foolish as the ones who would challenge the Master of Magnetism in his own domain. I will not show you the same lenience I showed your men, Bison."
Bison simply grinned from ear to ear. "Now, where would be the fun in that?"
END PART ONE
Someone, I think it was TheMouse, asked to see an example of play that included groups of weaker characters against more powerful ones. So, we'll see some of that here.
On with the show!
This is a prelude to the Event I'm writing up for my game (though I plan to have the document made into a PDF when I'm done; it'll be suitable for all groups). The Event is Marvel vs. Capcom, and it sees several villains come together with a plan to remake the world. This example of play is sort of a follow-up to my previous one, which saw Spider-Man taking on Wesker in the laboratory of Curt Connors. Wesker has recruited some help and expanded his plans.
In this case, Albert Wesker has joined forces with M. Bison, master of Shadaloo, with a plan to rule the world as gods. They also found Vergil, half-demon son of Sparda, resurrected under mysterious circumstances. Vergil also seeks power and has reluctantly agreed to join them, until he has that which he seeks.
They have approached Magneto in Utopia with an offer for a deal, but Magneto's not exactly trusting of the three of them. They may have their work cut out for them, battling the Master of Magnetism.
The chamber in which they meet is a massive room, Heavily Reinforced and packed full of Crates and Machinery. Magneto has just arrived to find the group waiting for him. There is also a scene effect here that Magneto can activate by spending 2D10 or higher from the Doom Pool: he can rise into the air and magnetically control literal tons of metal objects, becoming something like a large-scale threat on his own. Finally, we need some datafiles, so here are the links:
Vergil
Wesker
M. Bison
Magneto
Sagat
There are also some heavily-armed Shadaloo agents here, though I doubt they'll last real long.
Shadaloo Agents D8
Affiliations: Solo D4, Buddy D6, Team D8/D8/D8
Durability D6, Energy Rifle D8
SFX: Focus. You may replace two dice of equal size with one die +1 step larger.
Limit: Gear. Shutdown Energy Rifle and gain D6 Doom.
Sagat and M. Bison will be considered the heroes for this, for the purposes of spending PP vs. using the Doom Pool.
Doom: 2D6.

So, the "heroes" go first. In addition to Sagat, there are three mobs of Shadaloo agents. Sagat attacks first. Team D6, Emperor of Muay Thai D8, Enhanced Strength D8, Energy Blast D8, Combat Expert D8. Using Tiger Genocide SFX to step up Energy Blast to D10 and spending a Plot Point to double it. 1d6=4, 1d8=5, 1d8=3, 1d10=6, 1d10=9, 1d8=4. Result: 9+6=15, Effect: D8.
Magneto's reaction: Solo D10, Master of Magnetism D4 (this foe is beneath him!), Godlike Durability D12, Enhanced Durability D8, Combat Expert D8. 1d10=3, 1d4=2, 1d12=11, 1d8=6, 1d8=1. Result: 11+6=17, Effect: D8. 1 opportunity.

I'm going to say these energy rifles are dual-purpose: they can also create energy fields meant to hold victims in stasis. So, Mob 2 is going to attempt to create a Stasis Field complication on Magneto. Team 3D8, Energy Rifle D8, Shadaloo Agents D8. They'll use Focus to layer on the field, replacing 2D8 with 1D10. 1d8=7, 1d10=10, 1d8=5, 1d8=6. Good roll! Result: 10+7=17, Effect: D8.
Magneto reacts, using his knowledge and control to scatter the energy field. Solo D10, Master of Magnetism D4 (When will they learn?), Magnetic Supremacy D12, Science Master D10. He's using Versatile to split Magnetic Supremacy D12 into 2D10. 1d10=4, 1d4=1, 1d10=3, 1d10=7, 1d10=9. Result: 9+7=16, Effect: D10. 1 opportunity. He can't spend a Doom die to keep an additional result die, because it must be of equal size or larger to the die to be kept. Looks like they actually slowed down the Master of Magnetism!

Magneto's going to use just some of his vast power to create an asset, using the debris that fills the area.
